Kecemasan adalah suatu keadaan yang terjadi secara tiba-tiba dan membawa kesan yang buruk bukan sahaja kepada organisasi, malah kepada masyarakat sekitarnya. Kecemasan kerap kali terjadi semasa organisasi tidak bersedia sepenuhnya untuk menghadapinya sekaligus menjadikan keadaan semakin teruk. Kecemasan memerlukan tindakbalas segera kerana dalam waktu kecemasan, insiden yang kecil boleh bertukar menjadi sebuah krisis, jika tindakan yang betul tidak diambil untuk mengawalnya. Dengan perkataan lain, pengurusan tindakan kecemasan melibatkan proses persediaan awal untuk menghadapi sebarang kemungkinan, mengurangkan atau menghadkan impak bertindakbalas terhadap keadaan atau peristiwa yang kemungkinannya terjadi, dan pemulihan selepas kejadian kecemasan. Keperluan menyediakan pengurusan tindakan kecemasan di tempat kerja adalah diwajibkan di bawah perundangan yang berkaitan dengan keselamatan dan kesihatan pekerjaan. Walaupun tidak disebut secara langsung di bawah Akta Keselamatan & Kesihatan Pekerjaan 1994 (Akta 514), tetapi Bahagian IV, Seksyen 15 ada menerangkan sesuatu perkiraan untuk diwujudkan supaya tempat kerja dan orang-orangnya adalah selamat semasa bekerja atau berada di tempat kerja.<\/p>\n
